Jude Kelly left West Yorkshire Playhouse in 2003 after 12 years as Artistic Director and Chief Executive. She recently set up METAL, a new artists' laboratory which aims to shift the thinking in the UK cultural sector. She speaks about the uneasy relationship between culture and instrumentalism in public policy and uncovers the fear of artists in this climate.
